The CDBG program provides federal funding to small cities and counties to improve infrastructure, support community facilities such as senior centers and community centers, and strengthen local economies in ways that primarily benefit low-to-moderate income persons while addressing local health and safety concerns.
Grants are available in several categories and can be utilized for a wide range of community development initiatives.

Register Now: CDBG FY26 Action Plan Kick-Off Meeting, December 8

DED is excited to announce the Community Development Block Grant (CDBG) Program’s 2026 Annual Action Plan kick-off meeting, to be held on Monday, December 8, 2025, from 10 to 11 a.m.
The State will host this meeting to describe the process of the upcoming FY26 Action Plan preparation process. Attendees can expect to:
- Learn about the HUD-funded programs subject to the Action Plan
- Hear the outline of the process and key deadlines
- Identify opportunities to provide feedback during the planning process
- Participate in a Q&A period
Funding Details
The U.S. Department of Housing and Urban Development (HUD) requires the State of Missouri to publish a five-year Consolidated Plan along with an annual Action Plan outlining the intended use of HUD funds. Each year, the State is required to develop an action plan that outlines how HUD-funded, State-administered programs will operate over the next year. DED is the lead agency responsible for developing this action plan.
The State currently operates five HUD-funded programs across three departments and agencies that are subject to the action planning process:
- Community Development Block Grant (CDBG), administered by the Missouri Department of Economic Development
- HOME Investment Partnerships (HOME), administered by the Missouri Housing Development Commission
- National Housing Trust Fund (HTF), administered by the Missouri Housing Development Commission
- Housing Emergency Solutions Program (HESP) (federally known as the Emergency Solutions Grant), administered by the Missouri Housing Development Commission
- Housing of Persons with AIDS (HOPWA), administered by the Missouri Department of Health and Senior Services
As required by the State Citizen Participation Plan, a kick-off meeting is required to help notify citizens and stakeholders that the planning process is beginning.
Throughout the process, public engagement meetings will be held to gather data across the state. Those dates are still yet to be determined.

Missouri CDBG Program to Reallocate Unexpended Funds to Address Critical Unmet Needs in Communities
October 17, 2025
The Missouri Department of Economic Development (DED) is publishing this notice to inform the public of an amendment to the 2024 Community Development Block Grant (CDBG) Action Plan.
Due to decreased demand for Water/Wastewater, Emergency and Economic Development projects from Fiscal Year 2024 allocations and a significant increase in demand for Demolition and Street projects, DED is reallocating a portion of FY24 funding from these three categories to support FY25 Community Improvement activities.
The estimated $4.8 million will be used specifically for Demolition and Street projects as part of the Community Improvement goal in the State’s Consolidated Plan.
This amendment does not constitute a substantial amendment under the State’s HUD-approved Citizen Participation Plan, as the reallocation affects less than 50% of the total annual allocation. The amendment is being published for transparency and consistency with HUD’s regulatory requirements at 24 CFR 91.505.

Recovery Housing Program Annual Performance Plan Available for Public Comment

The Missouri Department of Mental Health, in partnership with the Missouri Department of Economic Development, has prepared the Annual Performance Report for the Recovery Housing Program, which is now available for public comment. This program provides housing assistance to individuals with substance use disorders in the St. Louis and Kansas City metro areas.

DED awards more than $16 million through the Community Development Block Grant Mitigation Program to 15 community improvement projects

The Department of Economic Development (DED) has awarded a total of more than $16 million to 15 projects through its Community Development Block Grant (CDBG) Mitigation (MIT) Program.
“Missouri communities have endured significant challenges from severe storms in recent years,” said Governor Mike Kehoe. “The Community Development Block Grant program is an important resource to support recovery and help ensure our communities come back even stronger. We congratulate the recipients on their awards and look forward to the positive impact these projects will have for Missourians.”
Funded projects included capacity building, street and sidewalk improvements, warning systems, and mitigation planning strategies. A full list of recipients and projects is available below.
“The Community Development Block Grant Program provides critical support for communities, including preparation for future disasters,” said Michelle Hataway, Director of the Department of Economic Development. “We’re proud to fund projects through the CDBG program that help Missourians prosper today while building foundations for a stronger, brighter tomorrow.”
CDBG-MIT funds allow local communities impacted directly by the CDBG DR-4317 disasters to improve resilience to future disaster events. Eligible applicants were units of general local government (UGLGs) within the presidentially declared disaster counties for the 2017 storms.

Changes to CDBG File Submissions
Dear CDBG Administrators,
We wanted to inform you of an important change to the DED programs file upload process. As part of our ongoing commitment to improving security and efficiency, we are retiring our previous FTP server and transitioning to a new system.
What this means for you:
- Action required: All file submissions must use the new process effective September 1, 2025. The old FTP server has been decommissioned and is no longer available.
- Improved security: The new system includes enhanced security measures to better protect your data.
- Enhanced reliability: The new process will provide greater reliability and a more streamlined experience for file submissions.
The new system is now available here.
Restrictions to keep in mind:
- File names cannot have any special characters (underscores, dashes and spaces are allowed).
- File names cannot be longer than 256 characters, including the folder path (this is a Microsoft Windows feature).
- Files cannot be larger than 150 GB.

Recovery Housing Program Action Plan Public Comment
August 4, 2025
The Missouri Department of Mental Health, in partnership with the Missouri Department of Economic Development, has prepared a Substantial Amendment to the Action Plan for the Recovery Housing Program, which is now available for public comment.
This program will provide housing assistance to individuals with substance use disorders in the St. Louis and Kansas City metro areas. The Action Plan includes a summary of needs and existing resources, a description of how funds may be used, eligible subrecipients, and anticipated outcomes and expenditures.
This comment period will be open for 14 days from Monday, August 4, until Tuesday, August 19, 2025, at 5 p.m.
