Recovery Housing Program Action Plan Public Comment
August 4, 2025
The Missouri Department of Mental Health, in partnership with the Missouri Department of Economic Development, has prepared a Substantial Amendment to the Action Plan for the Recovery Housing Program, which is now available for public comment.
This program will provide housing assistance to individuals with substance use disorders in the St. Louis and Kansas City metro areas. The Action Plan includes a summary of needs and existing resources, a description of how funds may be used, eligible subrecipients, and anticipated outcomes and expenditures.
This comment period will be open for 14 days from Monday, August 4, until Tuesday, August 19, 2025, at 5 p.m.
Comments may be submitted to mocdbg@ded.mo.gov and will be recorded once the public comment period has ended.

State of Missouri to Hold Public Hearings for FY2025 HUD Action Plan

The State of Missouri will hold formal public hearings across the state to allow for public input on the Fiscal Year 2025 Action Plan.
Each year, the State is required to develop an action plan that outlines how each program funded by the Department of Housing and Urban Development (HUD) and administered by the State will operate over the next year. DED is the lead agency responsible for developing this action plan.

CDBG FY2023 CAPER Public Comment Period Now Open
June 5, 2024
DED has conducted the Consolidated Annual Performance and Evaluation Report (CAPER) for FY2023 and has posted it for public comment. The CAPER tracks the performance of the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships Program, the Emergency Solutions Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA), and the National Housing Trust Fund (HTF).
The CAPER measures the annual progress these programs make in meeting objectives noted in the 2023-2027 5-year Consolidated Plan: providing decent, affordable housing, a suitable living environment, and economic opportunities.
The FY2023 CAPER has been completed and uploaded to DED's website and is now available for public comment.
Comments will be recorded on the FY2023 CAPER once the public comment period has ended. The comment period will be open for 15 days, from June 6, 2024, through June 21, 2024.
Public comments must be submitted by 5 p.m. on June 21, 2024.
