The Department of Economic Development announced Friday that it would award $7.57 million through its Neighborhood Assistance Program (NAP) to nonprofits across Missouri for community development projects.
NAP helps not-for-profit organizations raise private-sector funds by providing partial state tax credits to businesses that make contributions to approved community improvement projects.
Businesses can donate cash, materials, supplies or equipment; technical assistance and professional services; labor; real estate; or stocks and bonds. Credits can equal up to 50 percent of the total amount contributed or up to 70 percent for projects located in the most rural areas.
Below is a list of the projects approved in the latest round of the program:
Jefferson City Area YMCA – Ashland
Jefferson City YMCA dba Southern Boone YMCA will construct a new 15,714 sq. ft. facility to include a reception and common area, fitness center, multipurpose room, child watch room, yoga studio, administration area, and locker rooms.
United Cerebral Palsy Heartland – Ballwin
The program provides vocational assessments; job development, matching, and community placement services; job coaching, and follow-along services for individuals with disabilities.
Good Samaritan Boys Ranch – Brighton
Good Samaritan Boys Ranch will use funds received through NAP to support SAY (Sexually Abusive Youth) and Trauma Care programs. These programs provide therapeutic treatment and education for youth who have been victims of abuse or neglect and/or have behavioral or emotional disorders.
The Samaritan Center – Clinton
The Samaritan Center will utilize NAP donations to increase its distribution of food, clothing, and financial assistance to low-income families in Henry County.
Love Inc. of Columbia – Columbia
Love Inc. will expand services to provide job training for at-risk adults and supported employment for veterans and individuals with special needs. To that end, the organization will utilize NAP donations to renovate a building on the Business Loop and construct a new building for warehouse, retail, and café space.
Wyman Center, Inc. – Eureka
Donations received from NAP will be directed to Wyman's Teen Outreach Program (TOP), serving 6th-12th graders in the Normandy, Ferguson-Florissant, and University City School districts.
Good Samaritan Center of Excelsior Springs, Mo, Inc. – Excelsior Springs
The Good Samaritan Center of Excelsior Springs will direct NAP donations to their Emergency Assistance Program. The program provides emergency food, utility, rent, and transportation assistance, as well as life skills training and case management, to low-income families in crisis.
Boonslick Heartland YMCA – Glasgow
Boonslick Heartland YMCA will utilize NAP funds to renovate a 9,020 square foot warehouse. Renovation of this space will improve programming opportunities at the Glascow Rec Center YMCA, providing activities such as basketball leagues, volleyball leagues, summer camp opportunities, and open gym use.
Community Linc – Kansas City
Working to break the cycle of generational poverty and homelessness, Community LINC will direct NAP donations to its transitional housing programs providing housing, comprehensive support services, and aftercare to develop self-sufficient families. In addition to housing, clients receive employment services, financial education, life skills coaching, and mental wellness services. Children of clients have access to academic supports, life skills activities, and emotional wellness services.
Harvesters -The Community Food Network – Kansas City
Harvesters will utilize donations received from NAP tax credits to increase the amount of emergency food and household products distributed in its 10 county northwestern Missouri service area. The agency will distribute 33 million pounds of products to its Missouri partner agencies over the next year.
Boys and Girls Clubs of Greater Kansas City – Kansas City
Boys and Girls Clubs of Greater Kansas City will utilize NAP tax credits to provide their College and Career Readiness program in two of their Club units - Thornberry and J&D Wagner. The College and Career Readiness Program is designed to provide school-age youth with access to academic support away from school, improve their ability to learn, boost their academic self-esteem, and expose them to post-secondary opportunities and resources and support necessary to achieve post-secondary aspirations.
First Call Alcohol/Drug Prevention & Recovery – Kansas City
First Call Alcohol/Drug Prevention and Recovery will utilize NAP tax credits to provide drug and alcohol addiction services, including the How to Cope, Caring for Kids, and How to Care programs. Services include personalized treatment plans, group therapy sessions, and educational programs featuring evidence-based curriculums.
Sherwood Forest Camp, Inc. – Lesterville
Sherwood Forest Camp, Inc. provides at-risk and disadvantaged St. Louis youth with programs to promote positive academic, social, and emotional development, enabling them to solve problems, resolve conflicts, and overcome obstacles. The organization will utilize NAP credits to continue the expansion of their campsite in Lesterville with the addition of a new 1,180 square foot cabin and replacement washhouse.
Community Child Development Center, Inc. – Macon
Community Child Development Center (CCDC) will utilize NAP tax credits to provide accredited early childhood education to children ages birth through 5 years in the Macon area. CCDC also provides parent education and family development activities to promote positive development.
Barry-Lawrence County Development Center, Inc. – Monett
Barry-Lawrence County Development Center, Inc. will utilize NAP funds toward new construction of a 6,000 square foot facility. Phase I will include construction of the building and parking area as well as the finishing of five classrooms, three bathrooms, snack area, and a storm safe room. They will provide early childhood special education and musical, physical, occupational, and speech therapy, as well as basic sign language and braille.
Agape House of Mountain View – Mountain View
Agape House of Mountain View will utilize NAP donations to provide shelter and support services for victims of domestic violence. Support services provided to adult victims and their children include, safety planning, crisis intervention, case management, advocacy, support groups, transportation, and resource referrals.
Family Life Community Services – Nixa
Family Life Community Services will, in a joint venture with the Ozarks Regional YMCA and DHTC Development Together, acquire property for the construction of a 41-unit affordable housing apartment community. NAP donations will be directed to eight to ten units which will be used to provide transitional housing for at-risk youth, ages 18-21, who are aging out of the foster care system. Upon completion, youth will receive life and job skills training, mental health counseling, and case management to support their transition.
North Central Missouri Business Facilitation – Pattonsburg
North Central Missouri Business Facilitation will utilize NAP donations to provide free business consultation services to entrepreneurs and small business owners in its six county service area. Clients will receive advice and resource referrals and have access to a business mentor as needed.
St. James Golden Age Center – St. James
St. James Golden Age Center will utilize NAP funds to help fund the operational and program expenses of the new Senior Center and Food Pantry Program. The focus is to reduce food insecurity, improve senior living, and decrease health disparities among low-income seniors and families by increasing food interventions through coverage of urban and rural areas within Phelps County.
Pivotal Point Transitional Housing (Fka Hillcrest Of Buch. Co) – St. Joseph
Hillcrest Transitional Housing will direct NAP donations to the provision of services included as part of their transitional housing program. The program provides free transitional housing, case management, financial education and counseling, life skills training, and supportive services to remove barriers to obtain permanent housing and become more self sufficient.
St. Louis Bereavement Center For Young People DBA Annie's Hope – St. Louis
Annie's Hope provides family support groups for at-risk youth and their family members who are grieving a death and seeking relief from grief-related anxiety, depression, anger issues, poor work and school performance, and family dysfunction. The organization will utilize NAP donations to target support groups to minority populations qualifying for free or reduced-price school meals.
St. Francis Community Services (Catholic Charities Comm Serv) – St. Louis
St. Francis Community Services will utilize NAP funds toward its Pathways to Progress programs. The program offers in-depth, one-on-one case management; employment support; free legal aid; educational resources; financial training; asset-building opportunities; housing assistance; and access to an array of community resources. This will result in enhancing economic mobility for those currently experiencing poverty.
Paraquad, Inc. – St. Louis
Paraquad, Inc. will utilize NAP funds for Bloom Café, their workforce program that provides employment opportunities for people with disabilities. This project will expand the opportunities for people with all types of disabilities to learn essential skills necessary to workers in a variety of industries and to receive competitive placement services upon completion of the program.
St. Louis Crisis Nursery – St. Louis
St. Louis Crisis Nursery will utilize NAP credits to provide emergency safe care to children in St. Louis and St. Charles counties to prevent child abuse. In addition to crisis shelter, children receive medical evaluations and developmental assessments, therapeutic services, and take home supplies. Parents and children receiving services also receive follow-up counseling and home visits, and will have access to a 24-hour Helpline and parent education groups.
Criminal Justice Ministry – St. Louis
Criminal Justice Ministry will direct NAP funds toward their Release to Rent program (R2R). R2R is a supportive transitional housing program that encourages reintegration and self-sufficiency via housing and support services, weekly support groups, intensive case management, and access to employment and education services, for individuals recently released from prison. Criminal Justice Ministry plans to increase the number of clients they serve to 60+ individuals annually.
Rebuilding Together – St. Louis
Rebuilding Together will provide home repair services free of charge to very low-income families, particularly the elderly and disabled, living in distressed communities in the St. Louis area. The focus of the organization's work is to improve homeowner safety and maintain independence, as well as to stabilize neighborhoods.
Jewish Family & Children's Service – St. Louis
The program assists frail, elderly and special needs adults in maintaining or improving their ability to remain independent in their homes by providing personalized assessments, individualized homemaker services, ongoing contact with a social worker, and supportive care management and advocacy.
Project Cope DBA Concordance Academy – St. Louis
Concordance Academy will utilize NAP tax credits for its substance use disorder (SUD) program for formerly incarcerated individuals. Their participants receive comprehensive education, as well as individual and group SUD therapy from certified counselors and licensed clinicians.
KidSmart Tools for Learning – St. Louis
KidSmart will utilize NAP funds to distribute free school supplies and enriching educational resources, each week throughout the entire school year. To be eligible for KidSmart's services, students must attend a high poverty school where at least 70% of the children qualify for the Federal Free or Reduced Lunch Program.
The Victim Center, Inc. – Springfield
The Victim Center will utilize NAP credits to add 3,715 square feet of new construction to the Center's existing building and re-purpose 1,730 square feet of existing space. The new and remodeled spaces will be used to carry out free-of-charge services to victims of violent or sexual crimes including counseling, 24-hour crisis intervention, and support and advocacy.
Discovery Center Of Springfield, Inc. – Springfield
The Discovery Center of Springfield, Inc. will utilize NAP funds to deliver quality STEM education directly to underserved populations by sending STEM educators and their hand-on materials to them. Because the opioid epidemic is now prevalent in the Ozarks, part of their lesson plan will cover the science of opioids and how they work.
Community Partnership of The Ozarks, Inc. – Springfield
Community Partnership of the Ozarks will utilize NAP credits to renovate a vacant elementary school into the O'Reilly Center for Hope. This facility will help address the housing crisis in their community by providing homeless prevention and affordable housing services, financial literacy services, and mental health support services.
Foster Adopt Connect DBA Midwest Foster Care & Adoption Assoc. – Springfield
Foster Adopt Connect will utilize NAP donations to renovate a newly acquired, 9,000 square foot building to serve as their Southwest Missouri Resource Center. Once completed, the facility will be one of five state-recognized Adoption Resource Centers through which area foster and adoptive families can access a behavioral interventionist, case management for youth aging out of foster care, material and food assistance, family advocacy, support groups, training, and foster parent licensing. In addition, the facility will house Foster Adopt's Extreme Recruitment and 30 Days to Family programs to find connections to family and permanent placement for "hard to place" youth.
Community Foundation of Northwest Missouri - St. Joseph
Donations received as part of this NAP project will be directed to a one-year pilot of the Regional Vitality Initiative of The Community Foundation of Northwest Missouri and Communities of Excellence 2026. The project will: develop a strategic plan, processes, and continuous improvement systems for improving communities; conduct community leadership coaching and host economic gardening; and develop leadership metrics. At the end of the project the communities will have identified their priority issues.
Grace's Place Crisis Nursery – Union
Grace's Place Crisis Nursery will utilize NAP donations to acquire and renovate the first floor of a facility in Union, MO, to serve as a Crisis Respite Program for families in crisis. The Respite Program will provide 24/7 emergency shelter services for up to 30 days for children at risk for abuse or other crises, ages birth to 18 years. Families will have access to a caseworker, case management, and outreach and referrals to resolve crisis and return children to a safe home environment.
Free Women's Center of Pulaski County – Waynesville
Free Women's Center of Pulaski County will utilize NAP donations to construct a 3,100 square foot maternity home in Waynesville. Upon completion, the center will provide residential care, prenatal education, adoption support, life skills education, pregnancy testing, and referrals.
