ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

- Project management for three complex revolving energy loan funds. Funds are provided to successful applicants to finance energy efficiency improvements in local K-12 school districts, public universities and colleges, local governments, hospitals, businesses, industries, agricultural operations and water/waste water operations.
- Conducting engineering analyses to evaluate applications for loan financing.
- Mentoring and directing subordinate staff, university engineering students, and facilities staff from potential borrowers in evaluating potential loan projects.
- Participating in the development of marketing and promotional plans with Department Communications staff to publicize the loan programs.
- Interacting with legal counsel and other integral parties when evaluating potential loan program rule changes.
- Exercise considerable initiative and judgment in developing Issue Papers for Division of Energy management to use as a guide for shaping the Division’s energy policies. Serve on, lead, or provide staff support for interagency or stakeholder advisory groups and task forces related to professional experience.
- Onsite evaluations of potential projects and recommendations to enhance energy saving opportunities.
- Monitoring of loan projects in progress and completed to ensure accordance with federal and state regulations. American Recovery and Reinvestment Act of 2009 (ARRA) funded projects require compliance with Buy American, National Environmental Policy Act (NEPA), Davis Bacon and Related Acts (DBRA), and other guidelines.
- Provide technical engineering consultation to industries, agricultural entities, school districts and local governments, especially in connection with the promotion of Division of Energy revolving energy loans.
- Perform/consult on technical and complex engineering analyses and conduct energy assessments. Aptitude to analyze problems and provide recommendations within established time and budgetary constraints.
- Communicate effectively, explain complex concepts in an understandable manner and establish and maintain effective working relationships with staff, other agencies, businesses, organizations, the general public and other stakeholders.
- Division of Energy's liaison with the University of Missouri’s Industrial Assessment Center. Assist IAC staff and students with site visits.
- Demonstrate regular and reliable attendance.
- Perform other related work as assigned.
- Comprehensive knowledge of building science principals, including one or more specialized areas such as mechanical, electrical, or structural engineering as it relates to energy components.
- Comprehensive knowledge of the principles, practices, and administration of energy engineering.
- Highly developed technical and engineering skills in the area of energy efficiency and renewable energy technologies, materials and approaches.
- Comprehensive knowledge of the materials, methods, practices, and equipment used in building construction and energy generation facilities.
- Comprehensive knowledge of nationally recognized energy codes.
- Comprehensive knowledge of alternative, renewable, and fossil energy sources, and energy efficiency methods, technologies, equipment, and materials.
- Comprehensive knowledge of the principles of project and grant management.
- Comprehensive knowledge of energy audit procedures.
- Excellent interpersonal relationship and public relation skills, which include meeting and presentation skills.
- Strong project development, organization and implementation competencies.
- Ability to organize routine and complex projects involving the application of professional engineering theory and the interpretation of laws, regulations, and codes.
- Ability to analyze problems and provide recommendations within established time and budgetary constraints.
- Ability to consult with, and advise officials, engineers, architects, and facility owners/operators on design and operation of energy facilities and energy efficiency projects.
- Ability to communicate effectively and explain complex concepts in an understandable manner.
- Ability to analyze data and prepare engineering reports, papers, and lectures related to energy topics.
- Ability to establish and maintain effective working relationships with staff, other agencies, businesses, organizations, and the general public.
- Comprehensive knowledge of state and federal rules and regulations applicable to the assigned program area.
- Ability to interpret and apply statutes, regulations and agency policies related to tax credit or alternative loan eligibility.
- Ability to provide technical assistance and guidance to other professional staff relating to work methods and program procedures.
- Ability to communicate effectively and to prepare complete and concise reports.
- Ability to travel in the performance of assigned duties.
- Knowledge of investor owned gas, electric and water utilities and their incentive programs preferred.
Three or more years of experience as an Energy Engineer II with the Missouri Uniform Classification and Pay System
- AND -
Registration as a professional Engineer in the State of Missouri.
- OR -
A Bachelor’s degree from an accredited college or university in Engineering, with the curriculum accredited by the Accreditation Board for Engineering and technology, Inc. (ABET) in one of the following fields: Mechanical, Electrical, Chemical, Environmental, Mining, Nuclear, Petroleum, Industrial, Engineering Management, or other energy-related engineering disciplines;
- AND -
Four or more years of engineering experience.
- AND -
Registration as a Professional Engineer in the State of Missouri.
