PURPOSE:

The goals and purpose of the Innovation Campus program are:

  • To increase jobs in high-demand businesses and industries;
  • Enable students/trainees to earn bachelors’ degrees aligned with these jobs in three years or less;
  • Reduce the costs of this education/training through a combination of early college credits and private business underwriting;
  • Increase the use of high-impact apprenticeships with prospective employers as an integral part of training/educational curricula; and
  • Improve the preparation of students/trainees for employment in high-growth businesses and industries.

The Innovation Campus funds can provide resources for education and training opportunities with the ultimate goal of creating and retaining jobs through a collaborative partnership with the following:

  • Businesses in identified high growth industries in the State of Missouri prepared to expand their Missouri operations and in need of a skilled workforce;
  • Non-profit local or regional economic development organizations and local governments with the capacity to undertake an economic development program;
  • Public four-year universities in partnership with high schools and 2 year community colleges;
  • Missourians who wish to obtain employment in Missouri’s high growth industries and are in need of training.

FUNDING SOURCES:

Missouri Community Development Block Grant Funds and Neighborhood Assistance Program Tax Credits.

Cities, Counties and non-profit economic development organizations may submit an application to:

Applications for this funding must be postmarked no later than May 15, 2012.

Businesses who are interested in being an Innovation Campus partner should submit an interest form.

PROGRAM BENEFITS/ELIGIBLE USES:
Job training and education as an economic development project whereby the benefit is provided to the company in return for new jobs created or retained.

FUNDING LIMITS:

Maximum application request = $1,000,000
Maximum amount per beneficiary = $7500 for CDBG applicants and $15,000 for NAP applicants


AWARDS:

Applicants are evaluated on a pre-established set of criteria using a 100-point scoring system as described in the published guidelines. A panel of reviewers comprised of experts in economic development, business leadership, and education will evaluate and score the proposals.

In order to promote geographic dispersion of funded projects, there will be a limit of one Innovation Campus program application per four-year campus.

GRANT AWARDS:

REPORTING REQUIREMENTS:
Grantees must provide quarterly progress reports to the Department of Economic Development

SPECIAL PROGRAM REQUIREMENTS:
At least 51% of the beneficiaries of the jobs created or retained must be taken by persons considered to be low and moderate income (LMI)
